Photovoltaic agriculture background
With the continuous innovation and development of photovoltaic application technology, the emerging industry of photovoltaic agriculture has reached the market scale of 100 billion yuan every year. Some forecasters even believe that the market scale may reach trillions in the next five years.
Different from the single profit model of photovoltaic power plants or agricultural greenhouses, photovoltaic agriculture takes the dual profit path of electricity and agricultural products, and the benefits are considerable. According to Sun Mingliang, general manager of Huatian New Energy Group, the investment in each greenhouse is 300,000 yuan, and the total investment of the project is 9 million yuan. Each year, the project can generate 1.2 million kilowatt-hours of electricity and the electricity sales benefit is 1.4 million yuan. Vegetable planting, sightseeing and picking can realize a profit of 500,000 yuan per year and a total profit of 1.9 million yuan. A simple photovoltaic power plant generally recovers profits in 8-10 years, while a photovoltaic agricultural greenhouse can recover costs and achieve profitability in about 4-5 years. PV agricultural policy subsidy
China's photovoltaic power plants are mainly divided into two types: centralized photovoltaic power plants and distributed photovoltaic power plants. The procedures, auditing and subsidy standards for applying for electricity price subsidies for two types of photovoltaic power plants are different in terms of regulations and policies. The author will introduce them to you. !
1. Electricity price subsidy policy
For centralized photovoltaic power generation, China divides the country into three types of solar energy resource zones according to the local solar energy resource conditions and construction costs. According to different resource zones, different photovoltaic power generation benchmarking on-grid tariff policies are implemented. The specific electricity price standards are as follows (not excluding places for encouragement) In the case of photovoltaic power generation, the on-grid tariff standard is set above the benchmark price. Generally, the higher part is borne by the provincial finance. The grid enterprises can apply for renewable energy power generation subsidies for the part of the photovoltaic power station's benchmark on-grid electricity price that is higher than the local coal-fired unit's benchmark on-grid price.
For distributed photovoltaic power plants, China implements a full-power subsidy policy. The electricity price subsidy standard is 0.42 yuan per kWh (including tax), which is paid to the grid enterprises through the renewable energy development fund and then transferred to the power generation enterprises by the grid enterprises. For the distributed photovoltaic power generation system, the amount of electricity used by the grid for self-use is purchased by the grid enterprise according to the benchmark price of the local coal-fired unit. In addition, distributed photovoltaic power generation systems do not have to pay various types of funds and surcharges levied with electricity prices, as well as system backup capacity fees and other related grid-connected service fees.
2. The process of applying for electricity price subsidy
At the beginning of the year, the National Energy Administration usually compiled a plan for the construction of photovoltaic power generation in the year based on a comprehensive consideration of the national photovoltaic power generation development plan, the construction of the previous year in each region, the conditions of the power market and various aspects.
The implementation plan for photovoltaic power generation will stipulate the total scale of newly-built centralized photovoltaic power plants in various regions, and the projects within the scale will be eligible for subsidies from the National Renewable Energy Fund. The distributed photovoltaic power generation is not subject to the scale restrictions stipulated by the construction plan, and can be subsidized at any time after completion of construction.
The conditions and procedures for applying for electricity price subsidies for centralized photovoltaic power generation and distributed power generation are as follows:
(1) Centralized photovoltaic power generation
According to the Interim Measures for the Administration of Renewable Energy Electricity Additional Subsidy Funds, the projects applying for subsidies must meet the following conditions:
(1) The scope of subsidies stipulated in the Notice of the Ministry of Finance, the National Development and Reform Commission, and the National Energy Administration on Printing and Distributing the Interim Measures for the Collection and Use of Renewable Energy Development Funds (the scope of subsidies for renewable energy tariffs)
