By the end of October, the country had eliminated 995,200 yellow-label vehicles registered before the end of 2005, accounting for 85.46% of the elimination tasks. How to deal with these eliminated yellow label cars? It must involve the scrap recycling process. However, the recycling of chaos has been plaguing the entire industry. However, the reform plan for the scrapped motor vehicle dismantling industry in Shanghai has officially landed and entered the practical stage, which may provide some reference for the scrap recycling and remanufacturing. The enterprises that carried out reform pilots in Shanghai adopted the scrap car disassembly line, which realized full automation and mechanized control, which greatly improved the remanufacturing and reuse of parts. Gao Yanli, vice president and secretary general of China Materials Recycling Association, told reporters that in the face of the new normal, the automobile recycling industry is in a critical period of transformation.
At the beginning of the transformation of internal and external forces, Gao Yanli said: "In recent years, China's automobile recycling industry is developing rapidly, and both the working environment and work efficiency of the enterprise have been greatly improved. This stems from two aspects. On the one hand, the industry The internal flooding of a large amount of capital, the company has the capital and foundation of transformation; on the other hand, the cliff-type diving in the scrap industry has led to the forced transformation of the automobile scrapping and dismantling enterprises."
Gao Yanli explained that due to the optimistic view of the automobile scrapping and dismantling industry, mergers and acquisitions, financing and listings are frequently occurring in the automobile recycling industry. With sufficient funds, the automotive recycling industry is gradually moving towards mechanization and networking. According to her understanding, the degree of mechanization in China's automobile recycling industry is close to 50%, which has been greatly improved compared with the past.
On the other hand, Gao Yanli pointed out that in the past two years, China's scrap steel recycling prices have been greatly reduced, from the previous 3,000 yuan / ton to 600 ~ 800 yuan / ton, the sharp reduction of profits has smashed many car recycling enterprises, many companies were forced Start exploring and practicing new business models. Many companies have switched from simply selling scrap materials to operating parts remanufacturing and sales, and have also tasted "sweetness" while paying a lot of money. According to statistics, in 2014, the total sales of China's automobile recycling industry reached 3.7 billion yuan.
The transition is not easy to go through three hurdles. Transformation is not an easy task, and the automobile scrapping and dismantling industry needs to go through three hurdles.
First of all, increase the mandatory scrapping of yellow-label vehicles to ensure the source of scrapped and dismantled used cars. According to the number of yellow-labeled vehicles announced by the Ministry of Environmental Protection, Gao Yanli suggested that most of these eliminated yellow-label vehicles should enter the scrapping and dismantling process, but the statistics of China Materials Recycling Association is far lower than the relevant figures published by the Ministry of Environmental Protection. Scrapped cars are still on the road, causing not only safety hazards but also more pollution.
Second, with the development of the automotive industry, the automotive scrapping and dismantling industry faces new challenges. According to the data center recycling and utilization department of the China Automotive Technology and Research Center (hereinafter referred to as the “China Gas Center Recycling Department”), various materials have been widely used in the context of lightweight, intelligent and electrified vehicles. Advanced and complex components such as batteries, fuel cells, hydrogen storage devices, and electronic control units are constantly emerging. In addition, hazardous materials such as heavy metals and brominated flame retardants are present in automotive materials, which pose great challenges for the recycling of scrapped automobiles.
Again, producer responsibility is lacking and technical support is insufficient. Relevant persons from the recycling department of China Automobile Center said that although China has a producer responsibility extension system, most automobile manufacturers have insufficient considerations for the detachable design and recyclability design of products, and the product material labeling system is not in place. The recycling and dismantling enterprises lacked corresponding technical support.
Relevant departments for health transformation need to be shown as data. It is estimated that by 2020, China’s motor vehicle ownership will exceed 220 million. If the cancellation rate is 5%, China’s vehicle scrap will increase from 1.87 million in 2013 to 11 million in 2020. The development space is huge. According to Gao Yanli, the auto scrapping and dismantling industry is constantly absorbing all kinds of social funds, and there has been a mixed situation.
Experts said that after many social resources entered, they began to grab the market and invest heavily. The market was not standardized. A large number of scrapped cars were resold by lawless elements to remote areas, which caused an impact on formal recycling and dismantling enterprises. According to statistics, in recent years, the actual annual recycling of scrapped cars in China is only 0.5% to 1% of the car ownership, far lower than the level of 5% to 7% in developed countries.
Therefore, Gao Yanli suggested that, first of all, the State Council Order No. 307 needs to be revised and improved according to the current development of the industry; secondly, the national vehicle inspection department should also strengthen supervision and increase the intensity of compulsory scrapping of the yellow-labeled vehicles; finally, the government should Further “unbundling” for the industry allows the “five major assemblies” (engine, steering, transmission, front and rear axles and frames) for remanufacturing to be sold to remanufacturing companies. The Recycling Department of China Automotive Center also proposed to build a nationwide unified scrap car disassembly component material information and flow direction monitoring system, and relevant departments can monitor the scrap car recycling and dismantling treatment in real time through the system. In addition, due to the special nature of the recycling and dismantling enterprises, while the enterprise improves its management and operation level, it should also receive certain policy support from the state to help it achieve transformation and upgrading as soon as possible, and develop in a healthy and orderly manner.
