Gao Yanli explained that due to the optimistic view of the automobile scrapping and dismantling industry, mergers and acquisitions, financing and listings are frequently occurring in the automobile recycling industry. With sufficient funds, the automotive recycling industry is gradually moving towards mechanization and networking. According to her understanding, the degree of mechanization in China's automobile recycling industry is close to 50%, which has been greatly improved compared with the past.
On the other hand, Gao Yanli pointed out that in the past two years, China's scrap steel recycling prices have been greatly reduced, from the previous 3,000 yuan / ton to 600 ~ 800 yuan / ton, the sharp reduction of profits has smashed many car recycling enterprises, many companies were forced Start exploring and practicing new business models. Many companies have switched from simply selling scrap materials to operating parts remanufacturing and sales, and have also tasted "sweetness" while paying a lot of money. Second, with the development of the automotive industry, the automotive scrapping and dismantling industry faces new challenges. According to the data center recycling and utilization department of the China Automotive Technology and Research Center (hereinafter referred to as the “China Gas Center Recycling Department”), various materials have been widely used in the context of lightweight, intelligent and electrified vehicles. Advanced and complex components such as batteries, fuel cells, hydrogen storage devices, and electronic control units are constantly emerging. Experts said that after many social resources entered, they began to grab the market and invest heavily. The market was not standardized. A large number of scrapped cars were resold by lawless elements to remote areas, which caused an impact on formal recycling and dismantling enterprises. According to statistics, in recent years, the actual annual recycling of scrapped cars in China is only 0.5% to 1% of the car ownership, far lower than the level of 5% to 7% in developed countries.
Therefore, Gao Yanli suggested that, first of all, the State Council Order No. 307 needs to be revised and improved according to the current development of the industry; secondly, the national vehicle inspection department should also strengthen supervision and increase the intensity of compulsory scrapping of the yellow-labeled vehicles; finally, the government should Further “unbundling” for the industry allows the “five major assemblies” (engine, steering, transmission, front and rear axles and frames) for remanufacturing to be sold to remanufacturing companies.
