The Ministry of Industry and Information Technology mentioned in the "Measures" draft for the purpose of establishing a long-term mechanism for energy conservation management of automobile products, constantly improving the reward and punishment policy system based on the level of automobile fuel consumption, and implementing the enterprise average fuel consumption management system. The management plan is scheduled to be implemented on July 1, 2012. Analysts believe that this will accelerate the merger and reorganization between auto companies.

In order to successfully implement the established energy-saving emission reduction targets, the relevant state departments have set a target for the third-stage fuel limit, which is another 20% lower than the second phase, reaching 7L/100km. However, considering that the third stage fuel limit is strict and the measurement standards are completely different, the third stage fuel limit will be implemented step by step. Specifically, 2012 is the introduction period, which allows the average fuel consumption of enterprises to be 9% higher than the target value; in 2013, the average fuel consumption of enterprises is allowed to be 6% higher than the target value; in 2014, the average fuel consumption of enterprises is allowed to exceed the target value. 3% higher.
