Dual declines in energy consumption per unit of GDP and emissions of major pollutants
This year is a crucial year for fulfilling the binding targets for energy conservation and emission reduction in the “Eleventh Five-Year Plan” period. In the first half of the year, while the national economy has been developing steadily and rapidly, energy conservation and emission reduction work has made positive progress. Energy consumption per unit of GDP and emissions of major pollutants continue to decline.
According to statistics, in the first quarter, the country’s total energy consumption increased by 7.7%, and energy consumption per unit of GDP decreased by 2.62%, a year-on-year decrease of 1.08 percentage points. According to preliminary calculations by the National Bureau of Statistics, the total national energy consumption from January to May was lower than the economic growth, and the energy consumption per unit of GDP remained declining. On the whole, the decline in energy consumption per unit of GDP in most regions in the first half of the year will be better than the same period of last year. In the first quarter, the country’s chemical oxygen demand emissions amounted to 3.649 million tons, a year-on-year decrease of 1.0%; sulfur dioxide emissions amounted to 6.462 million tons, a year-on-year decrease of 1.9%. According to the estimation of the Ministry of Environmental Protection, the two indicators in the first half of the year continued to decline.
People concerned with the National Development and Reform Commission analyzed the reasons for the decline in energy consumption and major pollutant emissions per unit of GDP. First, the growth rate of high-energy-consuming industries declined. From January to May, the added value of industrial enterprises above designated size increased by 16.3%, an increase of 1.8 percentage points year-on-year. Compared with the same period of last year, except for the increase of petrochemicals by 1.6 percentage points in the six high-energy-consuming industries, all other increases have declined. Second, production and export of major energy-consuming products have slowed down. From January to May, the output of crude steel, steel, ten kinds of nonferrous metals, cement, plate glass, caustic soda production and thermal power generation all showed a downward trend. The number of steel billets and crude forgings and steel exports has dropped significantly year-on-year. Third, the energy consumption per unit product of major energy-intensive products has steadily decreased. According to statistics, in the comprehensive energy consumption indicators of 35 major product units of key enterprises with annual energy consumption of 10,000 tons of standard coal or more from January to May, there are 27 declines, 8 increase, and energy saving of 12.73 million tons of standard coal.
Energy-saving and emission-reduction have made positive progress, thanks to increased efforts by relevant government departments. Responsibility for energy saving and emission reduction targets began to be assessed. The National Development and Reform Commission, together with the Ministry of Supervision and other departments, assessed the completion of the 2007 energy saving targets and the implementation of energy conservation measures by 30 provincial governments across the country, and organized the provincial energy conservation authorities to implement 1,000 key energy-consuming enterprises. Responsibility for annual energy saving targets is evaluated and evaluated. Most provinces (autonomous regions and municipalities) have also carried out energy-saving target responsibility assessment work for governments at all levels and key energy-consuming enterprises. In addition, 14 areas including Beijing, Inner Mongolia, and Shandong have established measures for energy conservation assessment and review of fixed asset investment projects, implemented an independent energy assessment review system, and used energy conservation assessment as preconditions for project approval, approval, or start of construction. . The Ministry of Environmental Protection has increased the EIA standards for high-energy-consuming and high-emission industries such as electricity, steel, and petrochemical industries, and rejected a group of construction projects that did not meet industrial policies and violated environmental laws and regulations. From January to June, the environmental assessment documents for 80 projects with environmental issues totaling 319.446 billion yuan were not accepted, approved, or suspended.
In the first half of the year, the input of energy-saving and emission-reduction in various regions was significantly strengthened. In some regions, a “replacement by award” policy with a lower threshold has been formulated in accordance with the national financial incentives for energy saving technology reforms that use “subsidies for compensation”; most provinces (autonomous regions and municipalities) have set up special funds for energy conservation and emission reduction, and organize implementation. A number of industrial boiler (kiln) transformation, waste heat and pressure utilization, transformation of the motor system and other major energy-saving technological transformation projects. To promote the reduction of pollutants, the Ministry of Environmental Protection, together with the National Development and Reform Commission, the Ministry of Water Resources, and the Ministry of Housing and Urban-Rural Development, issued the “Eleventh Five-Year Plan” pollution control plan for key river basins such as the Huaihe River, Haihe River and Liaohe River to promote pollution control in key river basin regions. It issued 15 national emission standards and cleaner production standards, such as steel and chemical fiber industries, to reduce pollution loads in key industries.
The person in charge of the National Development and Reform Commission introduced various measures that will be taken in the energy-saving and emission reduction work in the second half of the year. The first is to further implement the responsibility system for energy saving targets and improve the assessment methods for the evaluation of energy conservation goals. The second is to accelerate the elimination of backward production capacity. The annual shutdown of 13 million kilowatts of small thermal power was achieved, and 50 million tons, 6 million tons, and 14 million tons of backward production capacity such as cement, steel and iron were eliminated. The implementation of energy-saving power generation scheduling methods, pay close attention to the introduction of supporting policies. The third is to increase the implementation of energy-saving emission reduction key projects. This year, government bonds and central budgets have been allocated 14.8 billion yuan, and the central government has earmarked 27 billion yuan (including backward elimination) to support the construction of ten key energy-saving projects, urban sewage treatment facilities and supporting pipeline networks, and industrial wastewater treatment in key river basins, as well as energy conservation and environmental protection. Skill building. Accelerate the organization and implementation of engineering projects. The fourth is to accelerate the development of circular economy, continue to do a good job in the second batch of circular economy demonstration pilots and pilot remanufacturing of auto parts, and establish a sound statistical system for circular economy. Fifth, improve the laws and standards for energy conservation and emission reduction. Sixth, implement economic policies that are conducive to energy-saving and emission-reduction, timely rationalize the prices of resource products, and promote the reform of environmental protection charges. Researches on energy-saving and environmentally friendly small-displacement vehicles will adopt preferential consumption tax policies, increase the consumption tax rate for high-fuel consumption and large-displacement vehicles, and expand the gap in the consumption tax rate for different emission vehicles. Study and formulate investment in energy-saving equipment such as high-efficiency motors and boilers to offset corporate income tax and preferential value-added tax policies. Expand the scope of government compulsory procurement of energy-saving products. Seventh, we organize special inspections on energy conservation and emission reduction.
