The implication is that there is no problem with oil upgrading technology, and it only owes quality standards to improve this "east wind."

Today, this "East Wind" has finally blown in, and Sinopec has also given a clear timetable for its own oil upgrades. It is reported that after the completion of the oil replacement, China's gasoline quality standards will fully meet the National IV standard, which is basically equivalent to the US gasoline quality standards, and the National Five Standard is the world's highest quality standard. This is certainly a good thing. Everything is in pursuit of international standards. Oil products should not be an exception. However, the next question is who should bear the cost of oil upgrades?

Sinopec has long said that it will invest about 30 billion yuan each year to solve oil quality problems. Sinopec's first-half financial report released a few days ago showed that in the first half of the year, Sinopec achieved a net profit of RMB29.417 billion, which also means that Sinopec will use half of its profits to upgrade each year. However, Sinopec can simply pass on the cost of upgrades by increasing the price of oil. Losses in the refining sector are the “three-barrel oil” consistent “crying poor” move. There is no reason why consumers should always pay for them by increasing the price of oil.

Of course, the government has more reason to bear the cost of oil upgrades. Firstly, the purpose of oil upgrading is to reduce air pollution. This is obviously the responsibility of the government. Therefore, the government should subsidize the reform of refinery equipment. Second, whether it is oil extraction or oil consumption, the government will pass the taxation. In the form of gains, there are profits that should bear the cost of oil upgrades; Thirdly, if the oil upgrade brings about an increase in oil prices, consumers will naturally choose low-quality, low-standard oils for cost considerations. Therefore, the social effects of such upgrading of oil products are difficult to be reflected by end consumers and are bound to be greatly reduced.

International experience shows that the cost of oil upgrades is mostly shared by the government, consumers, and businesses. The government provides subsidies, consumers take up part of the price increase, and refineries absorb some of the costs. Therefore, since oil quality standards are in line with international standards, the cost of upgrading oil products should also be aligned with other countries. However, given that domestic taxes and fees are already high, the price of oil has surpassed that of the United States, and the share of costs that consumers should bear should be relatively small, so that the upgrading of oil products can achieve the desired effect.
